REGULATORY REQUIREMENT OF 

AMO Certifications

MSTAR 145 stipulates the requirement for maintenance organization of state registered aircraft and aircraft related equipment be performed and certified by the DGTA as an Approved Maintenance Organization (AMO).

⦁ Any commercial organization may submit the application for AMO certification to DGTA provided the in MSTAP Part 1 Chapter 1 Para 18 pre-requisites are met.

⦁ In the absence of the contract, a sponsorship letter from respective SAO shall needed. The sponsorship letter shall define clearly the scope of work of maintenance activities intended for approval.

⦁ A new application for MSTAR 145 approval shall be made in accordance with MSTAR 145 as initial application package and shall submit to the DGTA after getting the sponsor letter from the Engineering Authorising Office (EAO). Initial application package shall consist of:

⦁ The MSTAR Form 2;

⦁ The MSTAR Form 4;

⦁ The Maintenance Organisation Exposition (MOE);

⦁ Independent Quality Audit report from the MO’s quality system based on System Audit Checklist for MSTAR 145 (if requested by the DGTA).

⦁ Any additional document requested by the DGTA (e.g. MSTAR 66 licenses, component capability).

⦁ Continuing Oversight audits will be carried out on a yearly basis which determined the performance of AMO holder on regulatory compliance.

⦁ DGTA may amend, limit, suspend, or revoke any authorisation issued by, or under privilege from DGTA when DGTA identifies that:

⦁ The conditions applying to its issue are no longer fulfilled; or

⦁ The entity holding the authorisation fails to fulfil the obligations imposed on it by the MSTAR.
