1. Regulation 6 Malaysian State Technical Airworthiness Requirements Part 147 (MSTAR-147) prescribes the mandatory requirements to be met by organisations seeking on approval from DGTA to conduct training and/or examinations to technical personnel for Aviation Engineer, Maintenance Supervisor and/or Support Staff as specified in Regulation 7 Malaysian State Technical Airworthiness Requirements Part 66 (MSTAR-66) of this TAMM in accordance with approved curriculum, and for such organisations to issue certificates to students upon successfully completion of such approved training.
2. Approved Maintenance Training Organisation (AMTO) under basic training scope and level may authorised to conduct basic examination for State Aircraft Maintenance Licence (SAML).

6. For award and retention of AMTO certification, upon receiving the request from prospective applicants through SAO or MAO, DGTA shall conduct a thorough assessment on the following items:
7. Except as otherwise specified in Regulation 6.3.2 d., incomplete fulfilment of Regulation 6.3.2 a., will be a basis for rejection of the AMTO approval. Such rejection shall be documented and disclosed to the applicant.
8. When the applicant fulfils the requirements stated in Regulation 6.3.2 a., DGTA shall formally certify the applicant as an AMTO through the issuance of an AMTO certificate and accompanying Letter of Maintenance Training Authority (LMTA).
9. Notwithstanding Regulation 6.3.2 b., if unavailability of evidence provided to fulfil the requirement in Regulation 6.3.2 a. (2) or/and Regulation 6.3.2 a. (5), DGTA shall provide provisional approval with valid for maximum duration twelve (12) months to applicant perform maintenance training prior to AMTO certification. The organisation shall prepare itself to fulfil that evidence for a full AMTO certification prior to the expiry of the provisional approval date. Failure to fulfilment, will be a basis for rejection of the AMTO approval.
