Visit by the Defence Aviation Safety Authority (DASA), Australia for the Bilateral Military Airworthiness Recognition (BMAR) Activity.

 

SUBANG, 25 February 2025 — The DGTA hosted a delegation from the Defence Aviation Safety Authority (DASA), Australia, from 25 February to 27 February 2025 in the DGTA Conference Room to carry out part of the Bilateral Military Airworthiness Recognition (BMAR) process.

 

The DASA delegation, led by Mr. Samuel Vincent Neilson and Flight Lieutenant Zhi Yu Kuang, was welcomed by the Director General of DGTA, Brigadier General Ruszali bin Zakaria RMAF, along with other DGTA officials.

 

This three-day visit is part of the BMAR process conducted by DASA with DGTA. During the visit, DASA received detailed briefings and had the opportunity to engage in face-to-face discussions regarding DGTA's management of technical airworthiness. Topics covered included the certification processes for organizations, aircraft certification, and personnel licensing. Through the BMAR activity, the management of technical airworthiness between the involved parties can be improved and aligned, providing benefits for both countries in the future, especially concerning joint training activities and aircraft operations involving both nations.

 

The commitment shown by both DGTA and DASA is seen as part of efforts to strengthen and deepen the longstanding cooperation between the two countries.

SEPANG, 21 February 2025 - G7 Aerospace Sdn Bhd was awarded the Approved Maintenance Organisation (AMO) and Military Design Organisation Approval (MDOA) in line with new regulations MSTAR 145 and MSTAR 21 by the Directorate General Technical Airworthiness (DGTA) at G7 Headquarters, Serenia City, Sepang, Selangor.

 

AMO awarded is a standard from the Directorate General Technical Airworthiness (DGTA), which includes service and commercial organizations involved in repair or maintenance activities for aircraft registered in DGTA.

 

Apart from that, G7 Aerospace was also awarded a MDOA Certificate with the new regulation involved. This Certification is from the Directorate General Technical Airworthiness (DGTA), for military and commercial organizations engaged in design activities for aircraft registered under DGTA.

 

The certificate ceremony was officiated by Director General of DGTA, Brigadier General Ruszali bin Zakaria RMAF, to G7 Aerospace during the event.

 

This recognition for G7 Aerospace showed good conformance with the MSTAR regulation and the company's capability to carry out maintenance and design work based on compliance with the new regulation.

Airworthiness Cooperation Meeting between Directorate General Technical Airworthiness (DGTA) and Defense Acquisition Program Administration (DAPA), South Korea.

 

SUBANG, 18 December 2024 – DGTA hosted a delegation from the Defense Acquisition Program Administration (DAPA), South Korea, for an Airworthiness Cooperation Meeting, held at the DGTA Conference Room.

 

The meeting was attended by Colonel Nik Ahmad Nazri bin Nik Yaacob RMAF, Director of Aircraft & Aeronautical Engineering Regulatory (AAER), representing the Director General of DGTA; Colonel Ts. Md Hanafiah bin Yaacob RMAF, Director of Aircraft & Aeronautical Maintenance Regulatory (AAMR); Colonel Marzuki bin Ramli RMAF, Director of Training & Aviation Quality Regulatory (TAQR), as well as other DGTA officials. On the DAPA side, the delegation was led by Mr. Lee Suhyun, Mutual Recognition Manager, along with staff members Mr. Kim Mu-Geun, Mr. Park In Soo, and Mr. Jae Hyuk Shin.

 

The objective of the meeting was to establish airworthiness cooperation through mutual recognition between the two parties, covering aircraft certification processes, maintenance organisations, and training. Through this mutual recognition, airworthiness procedures between the involved parties can be harmonised, offering benefits to both countries, whether through the procurement of new assets or the implementation of maintenance and training.

 

The commitment shown by both DGTA and DAPA is expected to foster a close working relationship between the two countries in the field of airworthiness in the future.

Sel Latihan Teknikal, Cawangan Latihan Aviasi, Rejimen 881 PUTD was awarded the Aircraft Maintenance Training Organisation (AMTO) by DGTA on 11 Dec 2024 at Jabatanarah PUTD, MINDEF. The AMTO certification was presented by the Director General of DGTA, Brigadier General Ruszali bin Zakaria RMAF to the Accountable Manager of Cawangan Latihan Aviasi, Rejimen 881 PUTD, Lt Col Mohamad Iskandar bin Md Ruslan and witnessed by Director General of PUTD, Brigadier General Mohd Zaki bin Abu.

 

The AMTO certificate is effective from 15 Nov 2024 until 14 Nov 2025 and granted as a Provisional Approval for Sel Latihan Teknikal, Cawangan Latihan Aviasi, Rejimen 881 PUTD to conduct Type/Task Training with the scope of Aeromechanical & Avionic - General Familiarisation Training for A109 LOH aircraft.

 

This Provisional Approval is based on the success of the organisation’s maintenance training management system documented in the Maintenance Training Organisation Exposition (MTOE), curriculum, and other essential elements (i.e. organisation, people, procedures, data, materiel, equipment, and facilities) had met the requirements of MSTAR 147 and MSTAR 66.

No 18 Squadron has successfully renewed AMO certification under the TAMM Regulation Airworthiness Management System (AMS) during a certificate awarding ceremony held on 22nd Oct 24 at the DGTA officiality. The ceremony has been officiated by the Director General of DGTA, YBhg Brigadier General Ruszali bin Zakaria RMAF, accompanied by the Director of AAMR Division, Colonel Ts. Md Hanafiah bin Yaacob RMAF, Director of TAQR Division, Colonel Marzuki bin Ramli RMAF and Head of Engineering Flight No 18 Squadron who is also Senior Maintenance Manager, Lt Col Ahmad Faisal Niza bin Ramli RMAF as the certificate recipient.

 

The No 18 Squadron is seeking to maintain AMO certification under TAMM during MSTAM transition period to balance its resources on its current and on going operational taskings and requirement, while at the same time remain committed to subscribe to new MSTAM regulation within the timeframe of the transition. The issuance of the AMO certification serves as an instrument to ensure safety standard in delivering it demanding operational requirements.

 

In his speech, the DG reminded regulators and the AMO holder of ongoing F18 fleet activities regarding the Structure Life Extension Programme (SLEP), upgrade and fleet expansion to ensure any potential risk being addressed and managed within the prescribed airworthiness and safety framework.

MSTA Conference Series 19/2024: "Airworthiness in Aviation Safety of the Modern Era: Integrating Technology, Regulations, and Defence for Aviation Excellence"

 

The Directorate General Technical Airworthiness (DGTA) successfully held the 19th edition of the Malaysian State Technical Airworthiness (MSTA) Conference from 14 to 17 October 2024. Held at the Raia Hotel and Convention Centre, Alor Setar, the Conference focused on the theme of "Airworthiness in Aviation Safety of the Modern Era: Integrating Technology, Regulations, and Defence for Aviation Excellence". With this theme, DGTA aimed to align industry practices with evolving safety standards, fostering aviation excellence and reinforcing Malaysia’s defence aerospace industry.

The primary objective of this Conference was to provide a collaborative platform for discussing current issues and advancements in airworthiness management. DGTA invited distinguished speakers from various aerospace defence sectors and academician to share their insights, experiences, and research through a series of presentations that highlighted critical aspects of airworthiness.

 

Brigadier General Ruszali bin Zakaria RMAF, Director General of DGTA, inaugurated the Conference with an opening address, emphasizing the importance of technology, regulatory updates, and defence integration to maintain the highest standards in aviation safety and operational readiness. This was followed by a diverse lineup of presentations from industry experts.

"Aviation Defense in Malaysia: Aligning Industry Role with National Defense Policy Goals" Presented by Tuan Mohd Nazri bin Ahmad from the Defence Industry Division (BIP), MINDEF, this session examined how Malaysia’s defense industry can effectively contribute to national security and align with defense policy objectives.

  2. "MSTAM: New Airworthiness Management System for State Aircraft" Lt Col Dr. Ismail bin Yusof RMAF outlined the new state airworthiness regulations under MSTAM, focusing on advancements aimed at strengthening regulatory frameworks for Malaysian state aircraft.

  3. "The Role of CAAM in Elevating the Malaysian Aviation Industry" Tuan Zulfadhly bin Zulkifli from the Civil Aviation Authority of Malaysia (CAAM) spoke on the agency’s initiatives and contributions to elevate Malaysian aviation standards and airworthiness on a national and global scale.

  4. "Machine Learning for Turbine Engine Condition Monitoring" Dr. Ahmad Zuri bin Sha’ameri from Universiti Teknologi Malaysia (UTM) shared insights on the application of machine learning techniques for real-time monitoring of turbine engines, a technological advancement that holds potential for improving aircraft maintenance.

  5. "Critical Role of UAS Jamming Technology in Ensuring Airspace Security" Tuan Muhammad Arif Ramedan from Ikramatic Systems Sdn Bhd discussed the growing importance of UAS jamming technology to protect Malaysian airspace from unauthorized drone activities.

  6. "SIRIM’s Role in Empowering Malaysian Defence Aviation Industry" Presented by Tuan Ahmad Yani bin Ahmad Ridzuan from SIRIM, this session focused on SIRIM’s support in enhancing Malaysian defence aviation through technical standards and innovations.
